CLOSED: PUSH server registers to incorrect shelf

CURRENT STATUS: CLOSED - NO IMPACT/EXPECTED BEHAVIOR
03/29/22 Apple, and Google FCM push servers are not registering to the proper shelf assigned as priority in SIP SRV entry. This is potentially causing issues with call routing when mobile Q5Link receives a call while on PUSH server. Their is no definitive evidence that this is in fact causing any issue, but the registration behavior has been observed while troubleshooting other PUSH issues.
